The aim of the department is to study the state and dynamics of biological resources of inland water bodies, to assess the effect of different forms of human impact on fish communities, to determine the efficiency of natural and artificial propagation of fish stocks and to comprehensively analyze the major factors, which result in crisis situations in inland water bodies. The area of the Institute scientific control include all major inland water bodies of Ukraine including: Kyiv, Kaniv, Kremenchuk, Dniprodzerzhynsk, Dniester, Kakhovka, Chervonooskil reservoirs as well as Dnieper-Bug mouth system and a number of small and medium reservoirs across the entire territory of Ukraine.

The importance of the department activities is related to the valid regulatory-legislative base of Ukraine because all inland water bodies of Ukraine of national importance belong to the category of commercial fishery sites that implies their special status regarding the provision of favorable conditions of fish fauna existence. At the same time, during their creation and further exploitation, large reservoirs were de facto the water bodies of complex purpose, the exploitation of which defines the direction and intensity of the succession processes in aquatic ecosystems. The sustainable propagation of fish fauna and formation of the resource base for commercial fishery in the Dnieper reservoirs have to be based currently on the principles, which take into account not only biological but also organizational aspects of commercial fishery. In this case, the changes of dynamic and functional parameters of fish communities can serve as a macrocharacteristic of aquatic ecosystems while the assessment of the major factors of the formation and exploitation of commercial fish stocks are a basis for prognoses and regulation of fishery related activities.

The practical realization of major trends of the department research is performed based on the results on annual field works carried out by the Institute according to the approbated methods of ichthyological, hydrochemical and hydrobiological studies on the Dnieper reservoirs and Dnieper-Bug mouth system. The collection of primary ichthyological and hydrobiological materials is carried out at control-observation stations, fishery enterprises as well as during research cruises of the research vessel. The ichthyological studies carried out by the department of the reservoirs’ bioresources are the fullest and longest during the entire period of the exploitation of large Ukrainian reservoirs, thanks to which we created a unique database on the biological state of the populations of major commercial fish species. It allows developing long-term prognoses of their commercial exploitation and determining the direction and intensity of the succession processes in fish communities. The available array of own data allows developing the methodical approaches for ichthyological studies on inland water bodies. The department prepared and improved a number of methods for complex fisheries research adapted for specific conditions of Ukrainian reservoirs.

Major areas of the laboratory activities:

  1. annual preparation of major regulatory documents on the regulation of fishery related activities in inland water bodies (limits, prognoses, fish harvest regimes, biological justifications for artificial fish stocking, etc.);
  2. commercial fish fauna monitoring in inland water bodies from the commercial and ecological points of view;
  3. studies of major aspects of aquatic ecosystem functioning, which have direct or indirect effect on the state of fish communities (conditions of reproduction and fattening, different forms of human impact, etc.);
  4. scientific provision and support of commercial fishery exploitation of the inland water bodies of national importance;
  5. justification of measures for an increase in the efficiency of commercial fish harvest;
  6. ensuring the sustainable state of commercial fish harvest;
  7. principles of the management if internal-ecosystem processes with the aid of the selection of a complex of aquatic organisms;
  8. development of the conceptual bases for the creation of a uniform system for the prevention of extreme situation on the reservoirs;
  9. unification of the methodical apparatus of ichthyological studies on aquatic ecosystems.

Propositions of services for individuals and legal entities:

  • development of scientific-biological justifications and regimes of commercial exploitation (special fishery farms, recreational and sport fishing);
  • development of biological justifications for the measures on the artificial propagation of fish fauna and fisheries enhancement of water bodies;
  • fish stock assessment, assessment of the optimum number and types of fishing gears used for commercial fish harvest;
  • development of the fisheries characteristics of water bodies (their parts) including for the preparation of environmental impact assessment;
  • monitoring of the results of fish protection and compensation measures;
  • other works related to the determination of quantitative and qualitative parameters of fish fauna and factors having effect on them.

All documents prepared within the framework of the mentioned works comply with the requirements of valid regulatory-legislative base regarding the protection, restoration and exploitation of aquatic biological resources.

The department has been created with the aim to carry out the works related to the comprehensive analysis and planning of Institute’s activities for more rational use of its physical and work resources, to reduce the amounts of uncompleted studies, to increase economic efficiency and profitability of scientific research.

The importance of the department activities consists in the optimization of the efforts of all employees for achieving the assigned mission because the essence of the planning in the conditions of market economy is scientific justification of further directions of development, selection of best ways for their accomplishment and result forecasting.

The planning methodology covers the total of theoretical conclusions, general patterns, scientific principles, economical aspects, current market needs and the methods of plan development recognized by best practices.

Major areas of the department activities:

  1. development of investment projects, preparation of medium-term and long-term plans of scientific, production, financial and commercial activities of the institute;
  2. planning the amounts of capital investments and operational money for the centralized payment of physical resources, facilities and equipment for performing scientific research and development works based on the applications of scientific, production, and technical subdivisions of the institute;
  3. creation of methods, recommendations, regulatory-instructive documentation on economics, labor compensation, price policy;
  4. control for the institute’s compliance with the legislation in the field of economics, scientific and innovation activities, for performing the planned tasks;
  5. preparation of economical justifications, propositions, and calculations on the costs for performing scientific research and development works, current and capital repairs, cost plans;
  6. statistical recording of all production parameters of the work of the institute and its research facilities, systematization of statistical materials, preparation of statistical reports as per schedule;
  7. preparation, control and accounting of commercial contracts;
  8. preparation of employment register, which complies with the wage scale, approved structure, position salaries and valid norms, based on the propositions from the heads of scientific subdivisions of the institute and approval by the director.

Scientists of the Institute of Fisheries of the National Academy of Agrarian Sciences of Ukraine cooperate with more than thirty scientific institutions in 16 countries of Europe, Asia, and America. The main line is joining the efforts of scientists for solving the problems of aquatic bioresources and aquaculture.

In 1997, the institute was the initiator for creating the International Council of scientific and technical cooperation in the field of aquatic bioresources of inland water bodies, which included more than 10 scientific institutions of Central and Eastern European countries. The cooperation worked as bilateral and multilateral studies in the field of selection in aquaculture, conservation and restoration of valuable and endangered fish species, development of resource saving technologies of fish rearing, fisheries exploitation of reservoirs and cooling water bodies of energetic systems, fish feeding, prevention of fish diseases, etc.

In 2004, the International Council was transformed into the Network of Aquaculture Centers in Central-Eastern Europe (NACEE), the main mandate of which was to coordinate research and development works in the field of aquatic bioresources and aquaculture in this region. The Institute of Fisheries is an associate contractor in following research topics: carp selection, sturgeon culture, conservation of aquatic bioresources, and others. Currently, the Institute of Fisheries participates in the project “Technological platform of aquaculture development in Central and Eastern Europe with the possibility of further integration into a common European scientific space”. The Institute is also a member of the European Aquaculture Association, with which it cooperates in different fields of fisheries science.

There are programs of internships of young scientists and trainings in new methods and techniques of research, selection, molecular-genetic and biochemical studies developed with research institutions of Europe and America, as well as Asia.

The Laboratory also administers patent studies – search, processing, systematization, and analysis of scientific and technical information. The studies are carried out for obtaining basic data for the justified selection of the line of research, application of modern achievements and excluding unjustified duplication of scientific works. If the research and development work is completed successfully, the Department ensures the acquisition of rights related to such objects of intellectual property as inventions, utility models, commercial specimens, trademarks, copyright objects, etc. Performing the works in different fields of intellectual property, the specialists of our Institute accumulated sufficient potential and practical experience (more than 130 copyright protection documents were obtained), which allowed them to take the rightful place in the national system of the intellectual property protection in the field of agriculture, in particular, in the field of fisheries science.

The library of the Institute of Fisheries NAAS is a specialized scientific-accessory subdivision, which carries out information-bibliographic and library support of institute’s scientific research.

The library has a specialized stock of scientific literature on aquaculture, inland fisheries, ichthyology, hydroecology, hydrobiology, general biology, zoology, hydrotechnics, aquaculture economy.

The thorough use of the library stock is facilitated by the reference-bibliographic tool composed of catalogues and file-cabinets. The card variant has alphabetical and systematic catalogues, which include Institute reports, periodic journals, dissertations and dissertation abstracts, articles of the Institute employees (partially). The electronic catalogue created on the IRBIS system base include monographs, collections of scientific articles, articles from periodicals and other publications.

The scientific library stock is composed of about 50 000 items and contains all types of print publications.

Major areas of the library activities are:

  1. forming, storing and organizing the rational use of document-information resources necessary for research activities of the Institute;
  2. information-bibliographic and library support of library users;
  3. scientific processing of documents and organization of reference-bibliographic tool of the library.

The library provides information and library-bibliographic services to scientists, specialists, postgraduate students, students of higher education institutions. Provision of services to readers is performed through subscription, in reading room and through an inter-library exchange system.
